Polls Open for Primary Election Today

Several counties in the Rochester area are holding primary elections Tuesday.
Voters head to the polls Tuesday to cast ballots in several primary races.

Winners of Tuesday's primaries will appear on the ballot for the November 8th general election.

The Lyell-Otis Neighborhood Association had a last minute gathering Monday night so voters could hear from some of the candidates. Concerned residents urged their fellow community members to get out and vote.

The polls open at noon today and will stay open until 9 p.m.

Lyell-Otis Residents Encourage People to Vote in Primary Election

Several candidates in the Northwest district of the city heard concerns of residents loud and clear.

“We need to hear them at our meetings when we have our concerns,” said Frank Louk, Rochester.

Voters are getting last minute answers before heading to the polls Tuesday.

“You have a lot of candidates running. You have a lot of different ones,” said Michael Visconte, President of the Lyell-Otis Neighborhood Association.

Two city council candidates showed up to the LONA meeting Monday night.

“We invited the candidates so everybody can hear a little bit about what they stand for,” said Visconte.

Also, there were three of the eight school board candidates on the ballot who attended. It’s a race that has four open seats.

“There are some interesting choices for the school board and there are a lot of them and that’s good,” said James Muscatella, Rochester.

This leaves a big decision for voters, but many like Muscatella know exactly what they want in a candidate.

“A school board member that has the willingness to work with the community and some new ideas,” Muscatella.

“The school board, I would like them to be realistic,” said Louk.

Concerned residents in this community are urging people to get out and vote in this primary.

“Whoever wins the primary usually wins the election,” said Muscatella.

“So this is the best time to come out. You can change it on primary day,” said Visconte.

The opportunity to do that is from noon to 9 p.m. at your polling place, Tuesday.

Attached is the information regarding Monroe Ambulance’s upcoming Fall EMT classes. Please note that one is a refresher class, and the other is an EMT original class. They’re great job opportunities in the local emergency medical services community. I understand that unfortunately many organizations have to deal with letting good people go because of budgetary shortfalls, so this may be an opportunity to for some of those folks to look into another career. People with EMT certifications are also put ahead of other applicants when they apply for jobs in the hospital settings. Considering the fact that our areas largest employer is the University of Rochester, this might help some people open those doors to future employment. This is also good for someone looking for some rewarding part-time employment also.

Successful completion of this class will certify a person as a NYS Emergency Medical Technician. If you can think of anyone that might benefit from this class, please have them contact Aaron Horowitz for more information, his information is attached. This class will be 2 nights a week for 3 ½ months.

For those that are already have EMT/Paramedic/Nursing certifications needing any re-certification classes for any of the alphabet courses such as CPR, ACLS, PALS, and others, please feel free to talk to Aaron about our monthly schedules. Thank you all for your time.

Chief Sheppard will be announcing to the media that the next R.P.D. Citizen’s Police Academy (CPA) will commence on Tuesday, October 11, 2011. The CPA and run for approximately (10) consecutive Tuesdays, 6:00PM to 9:00PM.

The Citizen’s Police Academy (C.P.A.) provides a broad based look at the policies, procedures and operations of the Rochester Police Department. At its conclusion, you will be more familiar with law enforcement in our city neighborhoods and also with the training currently being provided to police recruits. You will have opportunities to offer comments and suggestions on police procedures and the recruit academy curriculum.

The Citizen’s Police Academy Instructors will include experienced trainers and operational personnel from several units of our organization. Upon your graduation, you will return to your community with greater knowledge and a unique perspective of the Rochester Police Department. This increased familiarity and interaction helps to improve police-community relations, recognizing the partnership between the citizens and their police force.

Classes are held at the Public Safety Training Facility, 1190 Scottsville Road.

Recycling/Recovery Program Expands

For almost 20 years, Monroe County residents have enjoyed a progressive, convenient and continually expanding curbside recycling program. As is its charge from the county, Cascades Recovery, the Monroe County Recycling Center’s (MCRC) contract operator, examines the waste stream for sustainable recovery opportunities. In 2004, the MCRC began accepting all clean paper--allowing county residents to make a clear and affirmative impact on our local environment. The MCRC will now accept plastic containers numbered one through seven for recycling/recovery. Additionally, aluminum foil, foilware and household metal pots and pans will be accepted for recycling. Customers of the MCRC may now rest assured that their yogurt cups and margarine tubs will stay in North America and be recycled into sustainable end-products. The MCRC “Blue Box” Recycling/Recovery Program

The following commingled and paper materials should be placed in your recycling box and taken to the curb before 6:30 a.m. on your regular trash collection day. If high winds are forecast on your collection day, please delay recycling. White goods (major appliances) are also required to be recycled by Monroe County law--contact your waste hauler for details.

Commingled Materials

Only the materials listed below are accepted for recycling/recovery. All containers should be clean and placed loosely on the top of paper items in your recycling bin (use two bins to separate paper from commingled materials, if possible). Please do not separate the types of containers using plastic grocery bags—they should all be mixed together. Labels are accepted.

Metal Food and Beverage Cans: lids are accepted.
License Plates: defaced
Metal Pots, Pans and Aluminum Foilware
EMPTY Aerosol Cans: remove caps. NO pesticides or spray paints.

Paper Materials

Place paper materials in the bottom of your recycling box. Paper items may be kept together by using a brown paper bag (except for holding shredded paper, do not use plastic bags). Almost any kind of clean paper product can be placed in the recycling bin (NO soiled papers, paper toweling or wet paper).

Corrugated Cardboard: flattened, 2x4 feet maximum—if you have a large stack of flattened boxes, it should be tied together with string or twine.

Plastic Bags/Wrap - What and Where Can You Recycle?

Except to contain shredded paper (clear bags), plastic bags and wrap are not allowed in your curbside recycling bin. A recent county residential waste characterization study found that eight percent of household garbage was made up of plastic bags or wrap--much of which could be recycled. New York law requires that major retailers that offer plastic bags for purchases take them back for recycling. Many other kinds of plastic bags/wrap should also be included. It has come to the attention of your Crime Prevention Officer that there has been an increase in the number of "Pan Handlers" in your neighborhood. This increase may be attributed to residents giving money to these individuals as well as leaving returnable cans and bottles out in the open for "bottle collectors" to pick up.

While I'm certain that this is done with the best of intentions, it is not uncommon for "Pan Handlers" and "bottle collectors" to commit crimes of opportunity such as burglary, larceny and robbery while in your neighborhood soliciting handouts. Furthermore, some habitual burglars use the guise of "bottle collector" to conduct surveillance on their potential targets.

Pan Handling in itself is not illegal, however Aggressive Pan Handling is a violation of Rochester City Code 44-4. This Municipal code states:
"No person shall solicit in an aggressive manner in a public place."
SOLICIT- shall include the spoken, written or printed word or such other acts or bodily gestures as are conducted in the furtherance of immediately obtaining money or any other thing of value.
AGGRESSIVE MANNER shall be defined as: (condensed version)
- Intentionally or recklessly touching another person or approaching within an arms length, without consent during a solicitation.
- Following the person being solicited, if that conduct is likely to cause imminent fear or intimidation of a criminal act against them.
- Continuing to solicit within five feet of a person who has responded negatively, if that conduct is likely to cause fear or intimidation.
Intentionally or recklessly blocking the safe or free passage of the person being solicited, or requiring the person or driver of a vehicle to take evasive action to avoid physical contact with the solicitor.
- Intentionally or recklessly using words likely to cause a reasonable person fear or intimidation.
- Approaching a person in such a manner as to cause fear or intimidation

In addition, the Rochester Police Department would like to remind all residents of this neighborhood to follow these basic tips to deter crime:
1. Report to 911 immediately all suspicious activity such as persons loitering, going door to door, or the sound of glass breaking.
2. Report any attempt to break into your house or garage, such as cuts on your window screens near the locks.
3. Keep your doors, windows and garages locked when not at home (even when in the yard or at a neighbors).
4. Install and use deadbolt locks on all exterior doors.
5. Notify a neighbor when you are going to be away.
6. Discontinue newspaper delivery when going on vacation.
7. Keep outside lights on all night or use motion sensor lights all around your home.
8. Trim shrubs to deny burglars a hiding place, especially shrubs around windows.
9. Lock up ladders and trash toters where they cannot be used by a burglar.
10. Don’t leave returnable cans etc. out for the "homeless".
11. Never open your door for a stranger.

Be a good neighbor…watch your neighbors' property.

Crime Prevention Bulletin

Residents in your neighborhood have recently raised concerns about possible scam artists going door to door in an attempt to trick citizens out of their money and/or case their homes for a future burglary.

The Rochester Police Department would like to remind all city residents to follow these basic tips to deter crimes of this nature:

- Keep your doors locked at all times. Never open your door to a stranger without first identifying them. Legitimate callers will be able to provide identification and will NOT take offense to your asking to see it. This is an important rule to follow for ALL strangers. Scam artists will often appear friendly and courteous to gain your trust. Even City Inspectors and utility company workers should be asked for ID and will provide it willingly.

- NEVER give cash to a solicitor. Persons soliciting for a charity will be happy to take a check or (better yet) provide you with a contact phone number for you to call and arrange a donation through official channels. Legitimate "Door to door salesmen" must carry a permit issued by the City, and should always provide the service or product before expecting payment.

- Be skeptical of "get rich quick" schemes, secret deals or any offer that requires you to turn over large sums of money before you get what is promised.

- Don’t be rushed into a deal. Never sign any contract until you and your lawyer, banker or other expert has read it thoroughly.

- Trust your instincts. If something seems too good to be true, it probably is.

- Report ALL suspicious persons immediately to 911. Officers will respond in an effort to identify and apprehend these criminals before they prey on someone else.
　

Don’t be taken in by a stranger’s "sob story".
Many scam artists will play on your good nature and desire to help someone in need. If a total stranger approaches you and asks for your help, your best response is to call 911. The 911 center is able to dispatch many forms of aid including: police, fire, medical, social and mental health experts. These responders are properly trained to assist persons in legitimate need. We will also be able to deal with those who are just trying to "con" you out of your hard earned money. Common scams in this area include:

 "My car ran out of gas, can I borrow some money to fill this gas can?"
i. (People who really run out of gas call for roadside assistance or call a friend or family member for help…hey DON’T ask strangers for cash.)

 "I need money for food" or "I will work for food".
i. (There are MANY social programs that provide free food to those in need. A person who is really willing to work for food would probably have a job and money to buy their own food. It is much more likely that your money will feed their addiction to drugs or alcohol. A call to 911 can allow police to steer this person towards the nearest food kitchen or assist them with other social services.

 "I need money for my baby’s medicine, can you help me?"
i. (If someone really has a child who needs medical attention, 911 is the fastest and most certain way to get them what they need. A parent who really got themselves to a point that they can’t get medicine for their child is not likely to use your cash for the right purpose. It is more likely that the money will buy drugs or alcohol. Call 911 and allow our Family Crisis Team to get them genuine aid.)

 "I’m going door to door cleaning gutters / shoveling driveways / raking leaves"
i. (Legitimate contractors don’t solicit door to door. People who do go door to door may seem like a bargain compared to professional contractors, but they are likely to do a poor job or do nothing at all…xcept take your cash. Also keep in mind that these door to door workers will not carry insurance, which means that you will be liable for any injury they sustain while on your property.)

Be a good neighbor… Watch out for your neighborhood!

Rochester firefighters this morning handed out flyers near the Lyell Avenue firehouse that City officials have suggested eliminating in an attempt to close a $46 million shortfall in the city’s 2011-12 budget.

Off-duty firefighters from Engine 5, the Lyell Avenue station, this morning distributed flyers throughout the neighborhood, asking business owners to place the flyers in their windows and to attend future meetings with city officials to ask that their local fire station not be closed.

Also this morning, about 50 Rochester firefighters met and were told they are first in line for layoffs if the City moves forward with one plan to close the gap.
By 10 a.m., Engine 5 had gone on five fire calls today, said Capt. Scott Joerger.
“I know that the mayor and I know that the fire chief have difficult decisions to make,” Joerger said. “But it’s time that people in this community say these cuts are not acceptable.”

The flyers indicated that Engine 5 firefighters responded to 1,596 calls in 1996, including 274 fires. In 2010, they responded to 2,809 call, including 245 fires.
Community members were receptive to the firefighters’ efforts.

Jason Gross, manager at the Lyell Avenue Smoke Shop, allowed firefighters to hang a large sign supporting Engine 5 on his building.

“This neighborhood has enough problems, I can’t imagine what would happen if they weren’t here,” Gross said. “It’s a safety thing.” It’s good to know they are nearby.”
The firefighters were invited via email to the 10 a.m. meeting at the Public Safety Training Facility “based upon your ranking on the Firefighter Civil Service List” and told by Chief John Caufield the layoffs are one option the city is considering. The meeting was held to explain the budget process and calm nerves.

The cuts would decimated gains in diversity and jeopardize safety, some have said.
City officials have said that nothing has officially been decided and cuts to the Rochester Fire Department are among several scenarios being considered.

The suggested layoffs would slash nearly 12 percent of the firefighting force

The Rochester fire department’s budget has increased by 4 percent since 2005-06, while the police budget grew by 19 percent and the total city budget increased by more than 13 percent. In that time, the number of authorized firefighter positions has been cut by 32. A re-organization, begun in 2008-09, is supposed to eliminate 20 jobs.

Aside from the layoffs and closing the Lyell Avenue station, City officials could cut additional positions, a reduce staff in Charlotte, and cut fire inspectors and additional positions previously authorized beyond full strength. All that would save about $5.5 million.

Firefighter and Monroe County Legislator Willie Lightfoot, past president of Genesis the Alpha, a local chapter of the International Association of Black Professional Fire Fighters, estimates that 40 percent or more of the firefighters who might lose their jobs are black or Latino, or women. The city has pushed to improve diversity, with a dismal 15 percent to 20 percent minority representation overall.

"We are behind," Lightfoot said Monday. If the cuts become reality: "That would put us even farther behind."

If jobs must be lost, firefighters argue that the city is going about it all wrong. Lightfoot and Jim McTiernan, president of the firefighters’ union, suggest that, instead of laying off the newest hires, the city should offer early retirement incentives to the most senior staffers at the top of the pay bracket.

McTiernan also points to other areas, including health care plans for management, tightening up procurement practices and tighter scrutiny of day-to-day spending. "We understand that it is very tough financial times and everything needs to be on the table," Lightfoot said.

But the department already is stretched thin, Lightfoot said. "Now you want to take more bodies away, more equipment away? I’m telling you, it’s going to be fatal."

Similar arguments were made three years ago, when the city started the fire department reorganization, said city spokesman Gary Walker. Yet last year the city recorded zero fire deaths — a mark last hit in 2002 — and saw a continued decline in total fires.

The message from City Hall is simple: There is time to discuss all of this, air concerns, consider alternatives. "What is different about this time around is all the cards are on the table," Walker said. "We are kind of sitting down at the dinner table with the family and saying, ’Here’s where we are.’ We’re not holding back anything. We want to hear what everybody has to say."

esmith4145: I think you're exactly right. Those that don't mind that firehouse closing won't be affected by it.

RocMetro: The hard-working firefighters are NOT feeding like pigs at the city taxpayer trough. They battle the blazes that no one else cares about, and they do it without fanfare everyday. That firehouse answers the most calls each year in the city. (I'd need to check data to verify the term "most") . It would be irresponsible to close it. Also, I would want my taxes refunded if I was not as well protected by them as I am currently. They truly care about the area, and the neighbors.

RocMetro: I pay my property taxes, as I hope you do, and I am NOT a welfare recipient. (Why would you even bring that up? Showing your true colors...)

Do you even know who lives in this neighborhood? We border Gates and Greece, with lots of old Italian families with rich history in this area. We have many retirees and empty-nesters down-sizing to live in a comfortable ranch-style home.

We have many young families, like my husband and I, raising our children here, after graduating from local colleges. Presumably, we are the same classmates, and current co-workers, of you and your children. This area is very affordable, and has lovely architectural details that one cannot find in a cookie-cutter housing track.

Every area has its issues. Even the suburbs. We are trying to make improvements here in the city. We want our Lyell-Otis neighborhood to be a modern-day Mayberry. If you naysayers won't help, then please get out of the way. Thank you.

Condoms don't prevent mental, spiritual breakdowns for users

As a former prostitute/stripper transformed by the power of Jesus Christ, I am qualified to speak of the many emotionally, mentally and spiritually negative effects that occur in a person engaging in sexual behaviors before one's appointed time, which stay with a person long after he or she has had sex with or without a condom.

Those supporting greater access to condoms are not being completely truthful. A condom cannot protect against the emotional, mental and spiritual breakdown that occurs such as depression, guilt, lowered self-respect and fear of being in a true committed relationship. Promoting abstinence first, last and always, can guarantee our children will avoid premature childbearing and sexually transmitted diseases 100 percent of the time, while protecting against emotional problems, promiscuity and future marital breakups.

Health care experts want to hand out condoms to our children today, but tomorrow they will be handing out prescription drugs trying to undo the mental and emotional nightmares from which our adults will experience. A study by the National Institute of Health shows that condoms don't protect against chlamydia, syphilis and two other non-curable diseases, which are genital herpes and HPV.

Last month it was reported that 5 percent of Rochester high school graduates are college or workforce ready; how will they have greater success preparing our children emotionally for sex and family life?

How is it that there is funding for the distribution of condoms, but a shortage of funding for more important things such as more teachers, textbooks and art programs?
Our society was founded on Biblical principles; we've turned our back on the laws of God, and now we're turning our back on our children. We've allowed popular culture and the entertainment industry to influence and raise our children.

God has given us responsibilities to train our children in the way that they should go, so when they grow older they shall not depart from it. We are to test God's laws and see that they are true, perfect, and they do work 100 percent of the time.
God promises that if we humble ourselves before Him in prayer, repent and seek His righteous ways, then He will hear our prayers, restore our communities and heal our children.

SITE DESCRIPTION AND HISTORY

The Abandoned Chem Sales Site (ACSF) consists of the 2.29 acre 1600 Jay Street property. The site is located in a mixed residential and industrial area in the City of Rochester, Monroe County. The parcel is situated near the intersection of Jay Street and Dodge Street. An approximate 11,000 square foot, single story block construction building that is slab-on-grade is the only structure located on the 1600 Jay Street property. With the exception of a grassy area north of the site building, the majority of the site is covered with an asphalt and gravel parking surface.

The property is zoned commercial and is used by a plumbing and heating and ventilation contractor. The property is bordered immediately to the west by the Rochester and Southern Railroad. Further to the west beyond the railroad, the site is bordered by the Valeo Former GM - Delco Chassis Facility (site number 828099). Single and multi-tenant residential buildings border the site to the south and east.

Property ownership records indicate that Chemical Sales Corp. purchased both 1600 Jay Street and the adjacent parcel to the north, 105 Dodge Street, in 1952. Chemical Sales Corp. retained 105 Dodge Street until August 1972. In 1994 the Chemical Sales Corp. filed for bankruptcy and sold 1600 Jay Street to M.A. Ferrauilo Plumbing. M.A. Ferrauilo Plumbing is the current owner of 1600 Jay Street.

Data collected during a Preliminary Site Assessment (PSA) in 2001 and the RI document the presence of high concentration of VOCs in site soil and groundwater. Specifically, chlorinated solvents, including cis-1,2-DCE is present in groundwater at concentrations of 65,000 ppb to 110,000 ppb and vinyl chloride is present in groundwater at concentrations of 18,000 ppb to 44,000 ppb. Investigation data did not provide information on when and for what duration disposal actually occurred at the site. The data does generally show that past solvent handling practices has contributed to the on-site and off-site solvent contamination.

Data collected during the PSA, identified PCBs in a single groundwater sample from a monitoring well located on the 105 Dodge Street property at an estimated concentration of 0.41 ppb. The 105 Dodge Street property was originally included in the site listing because of the presence of PCBs in this groundwater sample. Based on data collected during the remedial investigation documenting that PCBs are not present in soil and groundwater on 105 Dodge Street and the data demonstrating that contamination is limited to the 1600 Jay Street parcel and off-site to the south, the 105 Dodge Street parcel was separated from the site boundary in May 2010 and not subject to further investigation as part of the hazardous waste site investigation for ACSF.

Site geology consists of a thin veneer of a fine sandy silt overlying a medium dark gray dolomite. The thickness of overburden ranges from approximately 5 feet to 10 feet. The groundwater table in the vicinity of the site is present in the fractured bedrock and occurs at a depth of approximately 10 to 15 feet beneath the ground surface. In general, groundwater flow is to the south, but the presence of a sewer line set in the bedrock beneath Jay Street and the Valeo Former GM - Delco Chassis Facility significantly influences groundwater flow.

The site remedial program is being performed by the Department under the NYS Superfund program. In 2002, the Department first identified the site as a Potential (P) site following investigation and remediation activities at a nearby site that was also operated by the Chemical Sales Corporation (828086). As a result of identified hazardous waste disposal being confirmed during the PSA, the Department listed the site as a Class 2 site in the Registry of Inactive Hazardous Waste Disposal Sites in New York in April 2002. A remedial investigation and feasibility study was started in November 2006.

NFL Pro Football Legend Gale Sayers to Give Keynote Address
August 10, 2010

Living and aging well is more than a matter of good genes or luck. To offer men the tools they need to live long and vital lives, the University of Rochester Medical Center will present Men’s Health Day, a day of information and education for men ages 45 and older, beginning at 8.a.m. Friday, Sept. 10, at the Hyatt Regency Hotel, Rochester.

URMC specialists will lead discussions on aging, back pain, cardiovascular health and male menopause. In addition to the talks, the day will include health screenings, hands-on demonstrations, giveaways, healthy snacks, breakfast and lunch, and deluxe raffle prizes. Attendees also can take advantage of an on-site flu clinic for those presenting valid health insurance I.D. cards*.

Featured speaker will be Gale Sayers, legendary Chicago Bear running back and College and Pro Football Hall of Famer. Known as “The Kansas City Comet,” Sayers is considered by many to have been one of the greatest running backs in football history, bursting upon the pro football scene in 1965 and shattering sports records until he left the game in 1972.

Sayers is no stranger to the ups and downs of health issues, having experienced a series of sports injuries that forced his premature retirement from the game he loved. His best-selling autobiography, “I Am Third,” tells the story of his friendship with cancer-stricken teammate, Brian Piccolo, which became the subject of the award-winning film, “Brian’s Song.” Now retired from sports Sayers is an example of successful aging. He is also a business owner, internet technology entrepreneur, motivational speaker and active philanthropist.

The event will open with a presentation on “Aging Gracefully,” by nationally known expert William Hall, M.D. Hall is the director of the Center for Health and Aging at Highland Hospital, the Paul Fine Professor of Medicine at URMC, and former president of the American College of Physicians. Hall recently co-authored “Taking Charge of Your Health – A Guide to Getting the Best Health Care as You Age.”

Speakers for the breakout sessions include:
· Robert Molinari, M.D., associate professor and director of the Spinal Surgery Fellowship Program and an internationally recognized expert in complex spinal surgery.
· Clifford Everett, M.D., M.P.H., a physical medicine and rehabilitation expert specializing in the non-surgical treatment of lower-back pain and spinal disorders such as spinal stenosis and sciatica.
· Babak Jahromi, M.D., Ph.D., associate professor, Department of Neurosurgery.
URMC CEO Bradford Berk, M.D., Ph.D., will give the closing address. In 2009, Berk survived a serious biking accident that threatened to leave him permanently paralyzed. While continuing his rehabilitation, Berk resumed his role as CEO in March 2010.

What is Structural Equality?

Structural equality explores the causes of the enormous racial disparities that exist in income, wealth, education, housing, judicial system, employment, and crime throughout our society. The lens of structural racism points out the interrelated nature of issues. For example, for persistent poverty, inadequate housing and a weak local economy result in a low tax base which leads to poor schools that do not prepare people for the workplace adequately and thus they cannot make a livable wage in this economy. Using the structural racism lens helps explain why siloed approaches to reducing poverty may not reach the goals we desire.

Guest Speakers Include:

Professor john a. powell is the Executive Director of the Kirwan Institute for the Study of Race and Ethnicity at The Ohio State University.

Mary Virtue is the Program Director for the Racial Equality and Economic Security Project of the national Community Action Partnership.

I’ve heard john a. powell speak and have read some of his work. He provides critical insight into the causes and solutions to racial and ethnic disparities and hierarchies. This should be an excellent conference.

The locations I added to the camera request were the ones we discussed years ago, or very close to those, to the best of my memory. ... The locations are NOT finalized.

My Opinion, NOT LONA's:
I am not satisfied with the police department's handling of these cameras, as I really want us to be at the table when the actual cameras are ready to be placed. There is some committee/group that will be comprised of many different officials, but WE as citizens should have a seat there as well. ... [LONA lobbied for and was provided $250,000 in grant funds, and we have only one of the ten promised cameras as of today. (I am not sure where the one at Colfax and Ferrano is from. I don't ever recall hearing about high crimes over there, but if there are/were, I would hope that our LONA residents there would join us at our meetings, as we all want to work together to make our entire neighborhood better!)] ... I do not know if a date/time has been selected yet, but I do not feel well represented, as none of the neighborhood presidents have been invited, nor the sector leaders. It seems that someone from the quadrant will be speaking for everyone, but they might not have our interests in mind.

The locations I suggested, to be added to those that were formally requested, are:

* Planet and Parkedge - to cover Sebastian Park

* Glide and Emerson - to cover Bianci Park

* Willow St end, or Santee and Abb - to cover JP Riley Park

* Otis and Rockview - as I thought the tree coverage might not be too dense, and the camera could possible see all the way to Mt. Read, keeping our nicer streets nice.

* Otis near train tracks - to cover JR Wilson Park

* Sherman and Otis - near School #30

* Lyell and Cameron - due to prostitution traffic, as well as an access to Child St (JOSANA/POD/CHNA) and toward 490

* Lyell and Burrows - due to prostitution traffic

I do not know what order these should be ranked, as I would like to base a decision on updated crime stats/reports for our neighborhood, in some sort of graphed form. I think if we could see the "hot spots" as the police do, we could help them prioritize the camera placement more effectively.

Rochester-area residents can now text crime tips to the Rochester Police Department.

Rochester Police Sgt. Gary Moxley today announced a new program where anyone can anonymously text a crime tip to city police officers. Tipsters are not required to leave his or her name in a message. Officers said they will not attempt to identify the owner of the cell number.

Send tips to 274637, which spells “crimes,” then type “TIP 177” at the start of the message, and then type your tip.

Cool Safety Tips for a Hot Summer

Summer is finally here! The kids are off from school, families are packing for vacations, backyard pools are open and everyone is looking for ways to beat the heat. The Rochester Police Department offers these helpful tips to ensure a safe and enjoyable summer.

General Safety

Headed out to skate or ride your bike? Wear a helmet and other safety equipment. Helmets can reduce the risk of a head injury by as much as 85 percent. Wrist and knee pads will help you spend the summer cast-free!
What’s summer without a barbecue? Make sure that your grill is in good working order before using. Never use a charcoal grill indoors and make sure your grill is located away from any structures and out of the path of children.
Is your playground safe? Falls cause 60 percent of playground injuries, so use at least 9 inches of wood chips or mulch to provide a safe cushion. Secure playground sets properly and encourage the use of appropriate safety equipment when playing games. Make sure to remove nets when not in use. Trampolines should be used by only one person at a time and have side guards to prevent falls. Never let young children play on or near a trampoline without supervision.
Open windows can help cool you down but also pose a danger. Install window guards to prevent children from falling out of open windows. Whenever possible, open windows from the top - not the bottom, and keep furniture away from windows to discourage children from climbing near windows.
Time to cut the grass? Make sure small children are out of the yard. Turn the mower off if children enter the area. If the lawn slopes, mow across the slope with walk-behind rotary mowers, never up and down. With a riding mower, drive up and down the slope, not across it. Never carry children on a riding mower.

Pool Safety*

Each year, about 300 children under the age of five drown in pool accidents, and over 2,100 children are rushed to the emergency room for near-drowning accidents. In 2005, 17 children drowned in accidents involving home inflatable pools, up significantly from previous years. Many children who drown in home pools were out of sight for less than 5 minutes and in the care of one or both parents at the time.

Use layers of protection to prevent a swimming pool tragedy. This includes placing barriers completely around your pool to prevent access, using door and pool alarms, closely supervising your child and being prepared in case of an emergency.
At public pools or beaches, swim only in designated areas supervised by lifeguards.
Always swim with a buddy; do not allow anyone to swim alone.
Swimming lessons are available at many of the City of Rochester’s Recreation Centers and pools. Ensure that everyone in the family learns to swim well.
Never leave a young child unattended near water and do not trust a child’s life to another child; teach children to always ask permission to go near water.
Have young children or inexperienced swimmers wear U.S. Coast Guard-approved life jackets around water, but do not rely on life jackets alone.
Avoid distractions when supervising children around water.

Whether you are heading out of town for a week-long vacation or just into the backyard to do some gardening, keep the following tips in mind. To learn more, contact your City of Rochester Neighborhood Service Center to schedule a home security evaluation or crime prevention session for you and your neighbors.

Call 911 immediately to report all suspicious activity such as persons loitering, going door to door, or the sound of glass breaking.
Report any attempt to break into your house, garage or vehicle, such as cuts on your window screens near the locks, broken auto glass or rummaging through your car.
Never leave items of any value in an unattended car; always roll up your windows, lock your vehicle and use security devices like alarms or steering wheel locks.
Keep your doors, windows and garages locked when not at home – even when you’re in the yard or at a neighbor’s.
Install and use deadbolt locks on all exterior doors.
Notify a neighbor when you are going to be away.
Discontinue newspaper delivery when going on vacation.
Keep outside lights on all night AND use motion sensor lights all around your home.
Trim shrubs to deny burglars a hiding place, especially shrubs around windows.
Lock up ladders and trash toters where they cannot be used by a burglar.
Don’t leave returnable cans etc. out for the “homeless”.
Never open your door for a stranger.
Be a good neighbor…watch your neighbors' property.

Motorcycle Safety

There’s nothing like the freedom of riding your motorcycle on the open road. But motorcycles are especially vulnerable to distracted or reckless driving. So be extra cautious and remember these tips.*

For motorcyclists:

Get trained and licensed.
Wear protective gear -- all the gear, all the time -- including a helmet manufactured to the standards set by the DOT.
Ride unimpaired by alcohol or other drugs.
Ride within your own skill limits.
Be a lifelong learner by taking refresher rider courses.

For vehicle drivers:

Look for motorcyclists -- Use your eyes and mirrors to see what's around, and check the blind spots when you're changing lanes or turning at intersections. Look, and look again.
Focus on driving -- Hang up the phone, put down the MP3 player, settle the passengers, and drive.
Use your turn signals -- Signal your intentions for everyone's safety.
Give two-wheelers some room -- Don't tailgate or pass too closely.
Take your time -- Nothing is as important as the safety of your loved ones, yourself, and the others with whom you share the road.

At that meeting it was announced that a second Public Informational Meeting will be conducted by the City Planning Commission on July 19, 2010, beginning at 6:30 PM in City Council Chambers, Room 302A, to receive and review written and verbal testimony regarding this project. This item is Case #8 on the Planning Commission agenda.

Also at that meeting, speakers requested that the Zoning Office hold a workshop to present and discuss the proposed changes in preparation for the July 19th meeting. In response, two workshops have been scheduled as follows:

Thursday, July 8, 2010, from 3:00-5:00 PM in City Council Chambers, City Hall, Room 302A, or

Tuesday, July 13, 2010, from 3:00-5:00 PM in City Council Chambers, City Hall, Room 302A.

Please consider attending one of these meetings. Also, please share this information with others that may be interested.

Attached are the documents that will be presented and discussed, which include: 1) a spreadsheet itemizing the proposed changes; 2) the draft legislation which shows that physical changes to the zoning text; and, 3) a separate document that outlines the changes to the Site Plan Review triggers as noted in the spreadsheet.

At the conclusion of the July 19th meeting and after reviewing all written and verbal testimony, the City Planning Commission will prepare a recommendation to City Council regarding the Zoning Text changes.

HUD Lead Hazard Control & Healthy Home Grant

I didn't know if the Lyell-Otis Neighborhood Association members were aware of Monroe County's new "HUD Lead Hazard Control & Healthy Home Grant".

We are offering a reimbursement grant up to $5500/unit to control all lead and healthy home hazards. Costs beyond the $5500 must be covered by the owner.

Please share this information with property owners in your association. We have room for new applicants as our goal is to make 350 units lead safe. Our grant started in Jan 2010 and will run until Dec 2012.

HOME SECURITY TIPS from the RPD

Home Security

Most residential burglars devote little if any time to the advance planning of any specific break-in. Their crimes are, for the most part, crimes of opportunity. They pick what appears to be an easy mark. If their advance checking and closer examination reveal a greater risk than anticipated, they move onto a safer target. The more you can do to keep your home from looking like an easy target, the safer you are. There are also many steps that you can take to minimize your loss and improve your chances of recovery if a break-in does occur.

Don't "welcome" a burglar into your home.

Landscaping and Yard Security

Bushes, Shrubs and Trees: Trim shrubbery and trees so doors and windows are visible to neighbors, and from the street. Trimmed landscaping should not provide concealment for criminals. If you have a second floor, prune trees so they can't help a thief climb in second floor windows. Place trellises where they can't be used as ladders to gain entry to the upper floors.

Ground plants (shrubbery and bushes) within four (4) feet of any sidewalks, driveways, doors or gates, should be maintained at a height of not more than two (2) feet.
Ground plants between four (4) and eight (8) feet of any sidewalks, driveways, doors, or gates, should be maintained at a height of not more than four (4) feet.
Ground plants under windows should be maintained at a height that is below the window sill.
Trees should be trimmed so that the lower branches are more than six (6) feet off the ground.

Plant spiny (thorny) plants along fences and under windows. Such plants will discourage even the most nimble intruder. Protecting with spiny plants is as effective as the use of barbed wire, and a lot more attractive.

Street Numbers

Street numbers should be easily visible from the street. Critical time can be saved by emergency responders when the street address for the house is visible from a distance.

On your house:

Use numbers made of reflective materials, or black on white, that are 6 inches high.
Keep numbers new and clean and replace when necessary.
The numbers should be placed under a light and near the front door or garage entrance.

Limited or Direct Access to Yards and Store Rooms:

Intruders look for no, or few obstacles blocking quick exits. Fences prevent burglars from carrying away large items if the gates are locked. Gates should be locked at all times, even when your are home!

Ladders and tools should be stored in a garage or storage shed, and these areas should be locked.
Landscaping should also be designed to control access to your property. Proper barriers make the person with criminal intent feel uncomfortable as he or she approaches your home or business.

Exterior and Interior Lighting

It is a known fact, that good lighting is a deterrent to crime. While any lighting will help reduce your risk of becoming of a victim, the proper lights, used correctly will be the most effective deterrent to criminal activity.

Exterior:

Exterior lights are important, especially near doors and in the rear of the house, where intruders do most of their work. All sides of your home should be protected by security lighting that is located high out of reach, and is vandal resistant. Lighting in carports and garages is critical. For garages, an automatic garage opener is the best choice. Almost every garage door opener made today has a light that comes on when the opener is activated, lighting the garage interior. In carports, it is best to either leave a light on, have a light on a timer, or have a light connected to a motion sensor or photo electric cell.

The best light to use on the exterior is a motion detector type of fixture. The advantage to this type of light, especially in the backyard, is that the light warns the resident that someone is in their yard. While there is a concern that dogs, cats, or birds will trigger the sensor and cause the lights to come on, if the resident sets the sensitivity of the sensor correctly this will not be a problem. In the front yard, any type of lighting will be effective, as long the lighting pattern covers the entire front and sides of the house. Sensor lighting will be effective, but is more prone to "false alarms" caused by things like people walking down the sidewalk, or children playing.

Interior:

When residents go out for an evening, they usually leave on their "burglar beacon". A burglar beacon is a small light that is left on so they don't walk into a dark house when they come home. These are lights like the one above the kitchen sink or stove, the hallway light, or a light in the corner of the living room. Unfortunately these lights are a signal for the criminal that no one is home. If you go out for an evening leave a radio and several lights on. When you go on vacation put at least two lights, in different parts of the house, and a radio on timers. You want it to appear as though someone is home.

House and Garage Doors

Entry doors should be solid core wood (at least 1 3/4" thick) or metal wrapped. Your door should fit it's frame tightly, with no more than 1/8" clearance between the door and the frame. If the gap is too big, replace the door or bolt a sturdy metal strip to the door edge. You will boost your protection, and save energy too.

Most hollow core doors can be easily broken through. If the door is flimsy or weak, or doesn't fit securely into the frame, it offers little protection, no matter what locks you use.

Doors with decorative glass panels or windows are easy marks. It takes only seconds to break the glass and unlock the door. If you do not want to replace such doors, install a break-resistant plastic panel, such as Lexan®, or decorative grille over the glass. Attach the grill with special non-removable screws.

For the best protection, install a wrought iron security door over your front door. Wrought iron doors not only provide an extra level of visible security against a break-in, they also allow you to open your front door to strangers, or leave the front door open for ventilation.

Your garage door should be securely locked at all times (even when you are home). Keeping it locked is just as important as keeping your home locked, especially if the garage is attached to the home. Once inside the garage a burglar can work uninterrupted at getting into the house.
If you install a "doggie door" be sure it is not a way in for burglars as well as the dog. Do not be complacent by the fact that you have a small dog. Burglars come in all sizes!

Locks, Strike Plates and Hinges

Locks/Deadbolts

The "lock-in-knob offers you privacy and convenience but it does not offer security from intruders. In fact many "lock-in-knob" locks can be opened by using a simple credit card. You may have privacy, but you don't have security.

All exterior doors require the use of a deadbolt lock. When you turn the key the locking mechanism slides a strong metal bolt from the door into the door's frame.

When you buy a deadbolt lock, MAKE SURE:

The bolt extends at least 1" into the front edge of the door.
The strike plate is attached through the trim to the door frame with screws at least 3" long.
It has a rotation case hardened shroud that prevents it from being twisted off with a pair of pliers or other tools.

The two most common types of deadbolts:

Single Cylinder Deadbolts - Have a thumb turn on the interior side. They are convenient to use and may speed up the exit process in the event of fire. If used near a window they can be opened by breaking the window and reaching through. This type of deadbolt lock does not prevent the burglar from taking your property out through the door.

Double Cylinder Deadbolts - Utilize keys on both sides. This type of lock should be considered if there is glass window within 40" of the lock. However, this type of lock does present a potential fire escape hazard. This type of deadbolt lock can delay a burglar that wants to use the door to remove your property from your home.

Keys
As many as half of all burglaries take place without forced entry. Many times the burglar uses a key. Be sure your keys don't fall into the wrong hands.

Never carry identification on your key ring or holder.
Re-key all locks when you move into a new house or apartment.
Know who has keys to your home. Do not give keys to maintenance or deliver people. If you must leave a key behind, leave it with a trusted neighbor. Make sure that each member of your family knows where his or her key is.
Never hide a key outside. Burglars know all the hiding places.
Do not hang keys on hooks within plain view inside your home.

Strike Plate

The strike plate is attached to the door frame with screws. The metal bolt of the deadbolt lock slides into the strike plate to secure the door soundly to the door frame.

A high security strike plate is required to keep the metal bolt from being kicked from the door frame when locked. A high security strike plate should have at least 4 screws that are a minimum of 3 inches long.

Hinges

Hinges are often installed with the same 3/4" screws as the common strike plates. Replace these with 2" to 3" fully threaded screws so the hinges are anchored to the sub-frame.

In some cases the hinges are installed in such a manner that the hinge pins are exposed to the exterior and an intruder may attempt to remove the pins in an effort to gain entry.

Hinges can be pinned by installing a partially threaded screw into the frame side of the hinge. The unthreaded portion of the screw is left exposed and the head of the screw is cut off. A corresponding hole is drilled into the door and hinge on the opposite side, so when the door is closed the exposed portion of the screw fits in to the door. This will prevent the door from the being lifted out.

Arcadia Doors and Sliding Glass Windows

People often install sturdy locks on their front doors but leave arcadia (sliding glass) doors and sliding glass windows "wide open" to illegal entry. Burglars look for both of these because they are easy to open. Usually, arcadia doors and windows are more secluded than a front door, making a perfect place for burglars to hide and enter. Two factors must be protected against.

Prying the Lock

Most arcadia doors and sliding windows come equipped with a lock that is easily pried open. A supplemental lock must be installed.

Broomsticks (they should fit snug), "Charlie bars" and finger operated locks provide some protection.

Key locking devices are much preferred because they can prevent the burglars from using the door or window to remove stolen property.

There are several types of supplemental locks available. Keyed locks may be keyed alike with other entry lock sets and deadbolts. Check with your locksmith or hardware store and select a sturdy type that most suits your home.

Lifting Out

Many arcadia doors and sliding windows can be lifted out of their tracks from the outside.

Two sheet metal screws placed in the track above the removable part of the door or window can prevent it from being removed. Adjust the screws so that the doors or window will just clear underneath them.

Drill a hole and insert a nail through the inside frame and part way through the metal door frame. You can remove the nail but the burglar can't.

Double Hung Windows

To secure a double hung window, drill a downward sloping hole into the top of the bottom window, and through that into the bottom of the top window. A pin can now be inserted, locking the window shut.

By partly opening the window (less that 4 inches) and making a second set of holes, the window can then be used for ventilation. Remember, open windows and doors, even if secured, should never be left unattended while you are gone or asleep.

Security Alarms

Do you keep extremely valuable property (jewelry, television sets, computers, other electronic equipment, etc.) in your house? Do you often leave your house unattended for more that a few hours (go to work or school for example), or do you want more protection? These are reasons to invest in a quality alarm system.

The FBI has announced that over a ten year period, and average of 1 of every 4 residences throughout the nation will be burglarized. Based upon statistics like these, the Rochester Police Department recommends that most homes be protected by a good security system.

Many quality alarm systems are available. Before you purchase a security system, your should have in mind what kind of system your want. This will prevent buying more equipment that you actually need. Read as much about different brands and types of systems as you can. Talk to friends and neighbors that have alarm systems. We recommend that you speak to at least three security alarm companies about their product and service prior to purchasing any alarm system. Remember, you get what you pay for in many cases.

Choosing Your System

Common questions asked by people considering an alarm system:

How do I know the right company to choose when considering the purchase of an alarm system?
How much protection do I need?
How much should I expect to pay

Tips to help when choosing an alarm company

Ask about insurance...general liability, workman's compensation, and errors and omissions. You have every right to ask for certificates of insurance for these items. This protects you!, because if the company is not properly protected, the claim or losses falls on you!
Ask for the company's city business license, which allows them to do business in your community.
Ask for local referrals of other customers in your area that have had systems installed like the one being proposed to you.
Check your contract! Review carefully what you sign, make sure everything is agreed upon in writing. Know what the warranty period is and what is included in the warranty.
Remember, an adequate design should consider the structure, the lifestyle, the perceived needs and the budget of the occupant.
Ask is the company has been established for 3-5 years.
Ask if it is going to be monitored locally or outside of the state of Arizona
Be sure the company does the entire installation and down not subcontract work out.

Other Home Security Information

Home Inventory List

Keep a "Personal Property Inventory List" in a safe place, possibly with your insurance papers. This helps to recover stolen property in the event of a theft or burglary. Keep a duplicate copy in a safe deposit box or other safe place.

The more complete your inventory list the better. In case of a loss by causes other than theft it may help you establish your loss with your insurance company. As an example, if you have a fire in your residence and lose a couch, an end table and a portion of your carpet in your front room, the accurate listing of when and how much your paid for the items will assist you in establishing your loss.

On the inventory list indicate the room the property was located in. Make the description of the item as complete as possible. Include the manufacturer model number, size, color, and the material the item is made of. This list might include damage marks, repairs, etc. Make sure to list the manufacture's serial number on the list. Do not confuse the model with the serial number.

Do's and Don'ts

Do's

Use the security devices you have.
Leave lights on inside and out when your go out for the evening.
Have the police and fire department telephone number near your telephone.
Carry only what is absolutely necessary in your purse.
Check with the manager before letting repairmen in your apartment.
Close your drapes in the evening hours.
Be suspicious of people loitering around your house, apartment complex, or the parking lot.
Call the police if you see anything suspicious.

Don'ts

Don't keep large sums of money in your home.
Don't carry large sums of money while you are out
Don't let strangers in to "use your telephone."
Don't undress in front of open windows.
Don't leave notes on your door.
Don't hide a key (leave one with a trusted neighbor).
Don't display expensive equipment or items in plain view through your window.
Don't use your name or telephone number on your answering machine message. Use a generic message that does not state that your are not home.
Don't answer personal questions on telephone surveys.
Don't admit "service reps" from utilities unless you have an appointment or can verify their authenticity.

Lyell- Otis Meeting Minutes April 12th, 2010

Meeting began at 6:35 pm

Mike discussed the grants which the block clubs have received. He also touched on the History booklet the Association will do. The group was informed about speed bumps for Sherman Street. B/R report has been reviewed. There were 14 burgs but no robberies. The next meeting will be May 10th.

Engine 5 has moved to Emerson Street. They will be back at their station sometime in July, then they will do the 125 year celebration and open house.

Salena Boyd spoke to the group about the burglary at her home and the outcome of the grand Jury problems. She is diligently working to get a positive outcome.

Carla Palumbo spoke about city budget coming out in May. After a month review by Council the public can weigh in on it at a hearing which they are going to bring out to the public. A discussion took place about limiting the fire truck in Charlotte. It could be a dangerous situation due to the population of Charlotte. All board members voted for it.

Crime prevention officers spoke on drug activity. They reviewed what can be done. Drug tips were handed out to all. A long discussion took place about police procedure.
On May 15th the Library will hand out bikes and bike helmets. You must register and give child's age. You can call: 428-8220

Pam's note: At the end of this article, I noticed that the map shows only 2 cameras in our Lyell-Otis neighborhood. We brought in a grant for $250,000 and received promises of 10 initial cameras, with more to be added in the future. So, unless they are unmarked, we should be proud to be in a very desireable, low-crime area, and therefore, our property values will go up, as they should! We are safer than Park Avenue! HaHa! :)

Police cameras in Rochester get smarter

Those police surveillance cameras on the corner with the blinking blue lights have started getting a lot smarter, with software that can recognize hand-to-hand transfers of a drug deal, pan to the sound of gunfire or follow a fleeing suspect.

And, given problems with teens brawling at the Liberty Pole downtown, the nearest camera will count the number of people congregating and alert police if crowds reach a certain number. Or, if a group begins running to or from the scene.

Nearly two years after the Rochester Police Department launched its surveillance program, the city has 100 cameras with 20 more being deployed.With so many video channels, police are turning to sophisticated computer software to help monitor the video. The software is licensed for eight cameras, so far.

Software installation and training began last week."When I got hired, I had a radio with tubes," said police Lt. Michael Lesniak, who has been in law enforcement 27 years. "You had to turn it on and let it warm up for awhile. It had five channels."

On a computer in his downtown office, Lesniak recently pulled up live video from a street corner three miles across town and read the license plate off an Acura parked a block away from the camera.

"If you can imagine it, it probably can be done," he said.Cameras monitoring certain city property already can send out a text message to officers when on-site cameras detect trespassers. The plan is to tie in any alarm system linked to 911, so the nearest cameras can pan to that location when an alarm sounds. Police already have a test project operational at an unspecified bank.

Most police supervisors can pull up and direct surveillance cameras from computers in their squad cars, accessibility that soon might be extended to some officers' smart phones.
In addition to the visible cameras, police have some hidden cameras in the city. Police already have the ability to tap in to county park cameras and have expressed interest in linking to the City School District's 1,058-camera network as well.

Time for evaluation

For now, all the video feeds to a central command room at police headquarters on Exchange Boulevard downtown. Fliers of crime suspects hang on the command center walls. Reports on crime trends in city neighborhoods are routinely distributed.

Officers responding to a call near a camera can radio in and get an idea what is happening at the scene before they arrive.Cameras have caught a home break-in, a shooting and drug dealing.
Police credit the surveillance system for 203 arrests since mid-June, when statistics started to be collected. The department's camera unit, using what they saw on video, requested that officers be dispatched on average seven times a day during that period.

"We always said we would sit down and evaluate once we've had some run time," said George Markert, executive deputy chief of the Rochester Police Department. "I think we are at that point."

The system is built to handle 250 cameras and can be easily expanded. To date, the city has spent $2.8 million building it, some of that offset by grants. Cameras alone represent $1.7 million of the total.

The first phase of the new "video analytics" software will cost the city about $35,000."The original question came when these cameras were put up ... was there really a difference between that and a policeman standing on the corner?" said Gary Pudup, director for the Genesee Valley chapter of the New York Civil Liberties Union.

"With a few cameras, the answer is probably 'no.'"Now you are talking about machines watching us? That brings it up to a different level."Any evaluation, Pudup said, should ask the question: How much is too much?

Neighborhood impact

In the Monroe County Public Defender's Office, lawyers can call up a Google map of police camera locations.The office is working on a procedure for getting video and having it certified so it can be used in court.

The expectation is that video will increasingly be submitted as evidence against defendants, but could be found to provide alibis as well, said Public Defender Tim Donaher. He is skeptical of software detecting hand-to-hand transfers, fearing it could provide justification to stop people who have exchanged nothing more than a handshake.

City Councilman Adam McFadden is also skeptical because he says many dealers have moved out of camera view. The only neighbor complaints he has heard about the cameras are from residents on out-of-view side streets now experiencing problems with crime.

"It's impacting some of our neighborhoods in a way we have to adjust and just be aware of," said McFadden, chairman of the Council's Public Safety, Youth and Recreation Committee.
Asked how many cameras still are needed, Markert said: "It's less than a camera on every corner, but the demand for these things from the neighborhoods is incredible."

Neighborhood requests are paired with crime data and other factors to determine where cameras should be located, Markert said.Sgt. Aaron Colletti, who oversees the surveillance system, envisions one day having a team of dedicated officers to deploy and make arrests.

Hello All -

The Flower City Work Camp is once again seeking applications for people that would like home repairs on their house.

I have worked with this group the last four years and during that time they have worked on over 170 homes in Rochester. To qualify you must be a single owner occupied of low income. Applications will be accepted until 12/15/09 by mailing to Willie Hillberg. In January they will go and evaluate every application to determine the 40 most neediest people of repairs that FCWC can do. People should know by the end of February. Then during Spring recess over 500 youth and their adult supervisors will go the designated locations and work for three days doing home repairs at no cost to the owner. They are looking for homes with a variety of inside and outside work that can keep them busy for three days. They can not do roof or gutter repairs that are above one story, but that is really the only restriction.

If you have any questions, or want me to fill out the application, please contact me. This really helps some of our most neediest people and really gets results.

The dog days of summer are upon us. Unfortunately, this is the time that theft and other crimes tend to rise in frequency across our community. LONA would like to remind you to lock your cars at night and be watchful for suspicious activities. If you see ANYTHING amiss, please do not be afraid to call the police via 911. By calling in all suspicious activities it sends the message to would be criminals that our neighborhood has a zero tolerance attitude towards crime.

Note: This was forwarded to the folks on the east side of town, but just the other night, we had a strange "door-to-door" salesman appear here in Lyell-Otis! I wasn't the one who spoke with him, but I thought I'd share this information, in case this is the same man, or a copy cat criminal working in our NW area. Neighbors:

The “scam artist”, or extortionist, we previously notified you of is still active in our neighborhood. We started receiving reports of him at the beginning of June and have just had another incident in the Dunkin Donuts parking lot on July 1. We have also had reports of this same man working the same scam 6 to 9 months ago in other areas of the city, including the downtown library.

Here is his description:

He may use the name Gregory Smith.
He dresses nicely and carries with him a cell phone and brief case.
He is about 5'8 to 5'10, thin, petite frame, medium black skin.
He may approach you at your home, on the street, in a parking lot, or anywhere else.
He will give you a hard luck story – none of which is true – and ask for money.
He seems to favor approaching women who are alone.

Following is a bulletin from the Rochester Police Department about this man and how to handle the situation if you are approached.

Crime Prevention Bulletin

We have received some calls regarding a person going door to door and asking for money or otherwise engaging the resident of the home in conversation. Please consider the following when someone asks you for help:

1) Never let a stranger inside your home. Tell them you would be glad to call the police (911) for them and the officer will be able to help them. If they do not want to speak with an officer, they are not in true need of assistance.

2) Report suspicious activity to the police immediately. If you observe something that seems like criminal activity, call 911. If you are mistaken in your assessment of the situation, no harm is done by the police looking into it. On the other hand if you are right….you just might prevent a crime or even help to apprehend a criminal!

3) TRUST YOUR INSTINCTS! Whether you are at work, at home or engaged in your favorite pastime, you will usually know what people and actions seem out of place for the situation. If it feels "wrong" to you, it probably is! Get away from any potential danger immediately and call 911.

It has come to my attention that there may be cost-cutting measures taken within the Rochester Fire Department. This would result in jobs being lost, and city residents' lives put in jeopardy.

I find this problematic and unacceptable! Please retain the highly trained and dedicated people of the RFD, and find a way to cut costs in other places. Places where lives aren't gambled with.

The City of Rochester has had many well publicized fires recently, and the RFD has been able to rescue many people who would have perished if the RFD had not been on the scene as quickly as they were.

To ask the RFD to do more with less is ridiculous! If anything, more funds should be given to them, so their response times could get even better!

The RFD is on-call for more than just fires, and they are very proactive in helping neighborhoods that have had fires, by literally going door-to-door to check and hand-out smoke detectors to those who are the most in need of them.

They couldn't continue to deliver this wonderfully high level of service if their staff is reduced, and made to hobble along with a bare-bones crew.

Please take the Rochester Fire Department off the budgetary chopping-block, and find a way to give them the financial support that they deserve.

Moore today joined New York State Assemblymember Susan John, New York State Senator Joe Robach, Director of the Public Safety Initiatives Center, John Klofas and neighborhood leaders at a press conference to announce the official launch of the City’s Surveillance Camera project.

“I’m proud to say that, working together, we will be able to make our city safer using the most advanced technologies available to apprehend criminal offenders,” said Mayor Duffy. “This project required tremendous collaboration. I want to thank Assemblymember John, Senator Robach, City Council and the Rochester Police Department, Professor John Klofas and all of the neighborhood associations involved for their outstanding partnership. In concert with the efforts of our local policeofficers and of concerned neighbors, these cameras will help us ensure our citizens are safe and can feel safe.”

“The surveillance camera is one more tool that we can utilize to continue our fight against gangs, guns and drugs,” said Chief Moore. “The cameras in conjunction with our other efforts will undoubtedly continue to enhance the safety of our community.”

“These cameras will provide another tool for the Rochester Police Department to use for the protection of our citizens,” said Assemblymember Susan John. “I know from hearing the stories from many families in our community that crime is the number one issue affecting the quality of life for them and their children. They asked me if I could help get surveillance cameras in their neighborhood to help discourage those who commit crime. After consulting with Chief Moore, I went out and fought for the funding to help families stay safe in their neighborhood and homes Today is the next step in using a new technology to help police serve and protect our community.”

“I am very pleased to have worked with Mayor Bob Duffy, the Rochester Police Department and area community leaders to secure this funding to improve public safety throughout our city,” said Senator Joe Robach. “We owe our very best efforts to these families so they can feel safe walking
along the streets in their our neighborhoods. These cameras will assist law enforcement in the apprehension of criminals and will hopefully serve as a deterrent to crime in these communities.”

The project began in late 2006 when Mayor Duffy proposed funding for twenty-five surveillance cameras. Funding obtained by Assemblymember John ($250,000) and Senator Robach ($150,000) enabled the City to purchase twenty-five additional cameras for overt surveillance of the city’s streets. Each camera costs approximately $23,000. There are twelve surveillance cameras currently mounted on neighborhood corners, with thirty-eight more cameras slated to be in place by mid-summer The cameras have already helped law enforcement officers make seven arrests.

The mobile, state-of-the-art cameras are able to zoom, pan and tilt to 360º. The command center is located in police headquarters at the Public Safety Building and the cameras will be monitored by employees assigned to the police department, such as light-duty police officers and public safety aides.

“The installation of these cameras is vital to the safety of ourcity,” said City Council President Gladys Santiago. “I hope they will add both to residents’ safety and to their sense of security in and around their own neighborhoods.”

PLEASE NOTE: It was LONA's Pam Davis' inquiry that lead to Assemblywoman Susan John giving the Lyell-Otis area the $250,000 that was mentioned in the above press release.

This money was to be spent HERE, to help improve our neighborhood's safety. Unfortunately, NOT ONE CAMERA of the TEN PROMISED TO LONA BY MAYOR DUFFY has been delivered as of June 29th, 2008.

Instead, we were told that OUR MONEY went into a fund that set up the surveillance system. LYELL-OTIS' $250,000 has been mismanaged!

OUR MONEY, for which we are VERY GRATEFUL to Assemblywoman John to grant us, WAS TO BUY TEN CAMERAS FOR THE LYELL-OTIS NEIGHBORHOOD, and that was only to start us off! We were supposed to get more cameras afterward, along with the other areas of the city, as funds allowed.

Lyell-Otis Neighborhood Association members and officers are very saddened, disappointed, and feel victimized by our city's government.

We will continue to work to improve this area, but we feel that our needs and concerns are not being met by our current city representatives. We look forward to speaking with them, and hopefully, get this rectified as soon as possible. Our $250,000 is too valuable to us, and we won't be robbed by those who we elected to protect us!

FOURTH OF JULY FIREWORKS CELEBRATE OUR COUNTRY'S FREEDOM

Mayor Robert J. Duffy today announced that the City will light up the downtown skies with a spectacular fireworks show to celebrate our country's freedom, 10 p.m., Fri., July 4.

"Downtown is the place to be this 4th of July," said Mayor Duffy. "We will kick-off the holiday weekend with the start of the all-new ‘River City Rhythms’ concert series and conclude with a spectacular fireworks display. It will be a fitting commemoration to our nation's independence and a very exciting night."

The FREE "River City Rhythms" concert, featuring Dixieland jazz band the Smugtown Stompers (5:30-6:30 p.m.) and party-time band Orient Express (7:30-9:30 p.m.) is located along the west side of the Genesee River at Exchange Blvd. and Plymouth Ave. near Corn Hill Landing. The fireworks can be viewed from the concert location.

Other recommended fireworks viewing areas include the Main St. Bridge, the Broad St. Bridge, Chestnut St. near the Washington Square Garage and the streets surrounding those areas.

Attendees are encouraged to bring chairs or blankets for more comfortable viewing of the fireworks show and to refrain from bringing pets for everyone's safety. Free parking is available at the Washington Square, Court St., and Sister Cities garages. The fireworks are produced by the City and co-sponsored by Freetime, Entercom Radio, WBEE and The Buzz.

PUBLIC MARKET, FARMERS MARKET FEDERATION OF NY LAUNCH FOOD STAMP PROGRAM

City officials today joined representatives of the Farmers Market Federation of New York, the Humpty Dumpty Foundation and the Friends of the Rochester Public Market to announce an exciting new program aimed at enhancing community nutrition.

“I am proud to announce that beginning July 5, those with food stamp benefits will be able to use their food stamp (EBT) card in a new and convenient way at several area markets including the Rochester Public Market,” said Charles Reaves, Commissioner of the Dept. of Recreation and Youth Services. “Customers will be able to “swipe” their EBT cards at a central terminal at the Public Market to receive $1 wooden tokens, which will function as cash at the Market.”

In addition to the Rochester Public Market, EBT Tokens will be available at the South Wedge, Westside, Irondequoit and FoodLink farmers markets.

The goal of this program is for food stamp customers to more easily obtain affordable, farm fresh foods at farmers markets, which are an excellent and highly economical alternative to convenience or grocery stores. The tokens can be used to purchase fruits and vegetables, meats, dairy products, baked goods, processed foods and even seeds and plants which produce foods.

To kick-start the program, each time a food stamp customer purchases $5 in tokens, they will receive an additional $5 N.Y. Fresh Check certificate to spend at the market. “The Farmers Market Federation of N.Y. is excited to partner with the Humpty Dumpty Foundation and the City of Rochester to bring the N.Y. Fresh Checks to the community”, said Diane Eggert, Executive Director of FMFNY. “The checks are like an invitation; we are confident that once customers visit the Market, they will want to return.”

The potential for those who can benefit from the token program is significant. In Monroe County, over 39,000 households receive food stamps, benefitting more than 78,000 individuals at a cost of more than $8 million per month. The program will allow farmer’s markets, often the most affordable outlet for farm-fresh, nutritious produce, to be accessible to holders of EBT Benefit cards.

“This is a win-win situation for everyone, both farmers and food stamp customers”, said Jim Farr, the City’s Assistant Director of Parks and Recreation who oversees the operation of the Rochester Public Market. “Food stamp customers will now have access to the freshest, healthiest produce and products that New York State has to offer. Catching crime on camera

Two surveillance cameras were installed in Rochester today, and eventually there will be more. The first one was put up in the Jones Park neighborhood.

"What was going on with the street girls and the activity - that couldn't happen in the park and have the little kids running around," says resident Carleen Alhart.

Girl fights, drug deals, and prostitution are just a few of the problems plaguing the park, and that's exactly why the city is installing surveillance cameras.

"It's not a neighborhood where folks do a lot of night time walking, so hopefully it'll give folks the feeling of safety to walk in the area," says City Council Member Carolee Conklin.

And this isn't the only place getting a camera. The city is putting up 50, all across Rochester. Police say the cameras will clearly capture anything you can see on the street.

"We'll be able to see what the naked eye could see just as if we were there," says Rochester Police Department Deputy Chief, George Markert.

Markert says the cameras are high quality -courtroom quality- they have night vision capabilities, making it easy for them to identify suspects.

"It's a tool to help us in areas where we may not be able to get into or where criminals can see us coming - those types of things," says Markert.

Police say it's a live system, so they'll have instant access to the situation. And for anyone worried about their privacy, the cameras will be blocked from seeing into people's homes and windows.

Enrollment is available by session and each four-week, eight-lesson session costs $96. City residents ages 60 and over may use their "Good Times Pass" for a 50% discount on this program.

Mayor Robert J. Duffy today presented his proposed 2008-09 City of Rochester Budget, entitled “Funding Our Priorities.” The $477,878,500 budget will close a $24 million gap without the use of gimmicks, one-shots or the $20 million one-time state spin-up.

“This year’s $24 million budget gap forced us to do what many of our citizens have had to do -- pull the family together and have a tough talk about cutting our spending and re-focusing our resources on what is important to our future,” said Mayor Duffy. “We did just that. We conducted a scientifically valid survey and held seven public meetings to gather our citizens’ opinions about the City services and programs we value the most and those we could live without. In the end, we had to invest in our priorities of public safety, education and economic development and disinvest in areas that while deserving, we could no longer afford.”

Despite the budget shortfall, the City had some positives to build on. This year, the City completed a reassessment and homestead properties increased in value by 11%. The value of non-homestead property also grew 9.8%. This growth in the value of property is a clear indicator of a strong and stable community.

The budget proposes the consolidation of several City departments. They include the Department of Economic Development, the Department of Community Development.

The budget also proposes the elimination of more than approximately 100 positions -- 70 full-time and 33 part-time. Unfortunately, these reductions will require the layoff of 40 full-time employees and seven part-time employees. In total, this budget will see 2,893 full-time city employees. Looking back, this is the fewest since before the Truman administration and could possibly be the lowest number of City employees in modern times.

The $24 million gap was closed as follows:

• $6.6 million -- in additional increase state aid -- this is recurring aid;
• $5.8 million -- in departmental efficiencies;
• $2.1 million - in increased enterprise fund revenue, including fee increases;
• $1.5 million -- in departmental reductions;
• $0.9 million - in lower required contributions to the NYS Retirement System;
• $5.8 million -- in capturing some of the growth in city property values from the tax levy increase; and
• $1.3 million -- net of other changes.

“As you can see, closing the shortfall was no easy task. It required painful cutbacks, efficiencies and reductions,” said the Mayor. “The single largest source of revenue came from an increase in our base state revenue sharing. I want to thank our local Assembly and Senate delegations for their commitment and dedication to the City of Rochester.”

The budget focuses on the City’s priorities of public safety, education, economic development and customer service. The following are some of the priority highlights:

In the area of public safety, this budget includes a $1 million investment in police recruits. A new class of 50 this summer, a fall class of 30 and a winter 2009 class of 20. That’s 100 police recruits to ensure new officers are available as others retire. It redeploys 53 sworn personnel into the Tactical Unit to reduce violent crime. Two new mobile command posts will be deployed to areas the Police Chief identifies. These mobile command posts will be a meeting location for interdepartmental teams that will be formed to address specific immediate needs in an area.

In the area of economic development, the budget reflects a commercial tax rate decrease of 6.6% to assist economic investment. At the same time, commercial property values increased by 9.8%. The “Summer of Opportunity” program will be extended. This is a public/private cooperation that trains and provides jobs to our youth. In addition, the budget will fund $171,000 for a new employment initiative for young adults.

In the area of education, the budget includes $119.1 million in aid to the Rochester City School District. This represents 73% of the City’s total tax levy. To significantly increase graduation rates, the proposed budget maintains an annual $1 million in challenge funding initiated in 2007-08 for the Hillside Work Scholarship Program. The pilot literacy outreach initiative that began in 2007-08 is expanded. The “Safe to be Smart” youth program is expanded. Youth workers will engage our teenagers to show them how to constructively use the library and help to ensure their academic success.

In the area of customer service, the Departments Community and Economic Development and Neighborhood Service Centers will be consolidated into one department to streamline and expedite delivery of neighborhood services. The most visible change from this consolidation will come from the current six NET offices evolving into to four quadrant Neighborhood Service Centers (NSC). This is not just a cut of two NET offices, it is a philosophical and operational shift in service delivery. This is a “team-based” service delivery model - and each quadrant office will have a “quarterback” to coordinate City services to that neighborhood area. The Lake and Lyell NET offices will be consolidated at the Westside Police Station. Webster NET office staff will be consolidated into the Clinton NSC.

A number of efficiencies were achieved. The city will realize a $1.2 million savings by successfully transitioning a number of current employees from a plan offered by Excellus to a comparable lower-cost plan offered by Preferred Care. An estimated $800,000 and $629,000 in additional health insurance savings is achieved due to increased employee contributions and the planned reduction in workforce, respectively. An efficiency study conducted during 2007-08 by Center for Governmental Research identified recycling routes that could be redesigned to deliver the same service at savings of $607,000.

Throughout the budget process, the Mayor has said the raising taxes will be the last resort, and it was. “After a long and difficult process, there remained a $5.8 million gap. I propose that we use a fraction of the increased property values to close that gap. As I mentioned before, city property values grew by 11%. I plan to capture 3.9% of that growth,” said the Mayor. “We are capitalizing on our positive growth in property value without punishing the taxpayer for that growth.”

Consequently, the typical homeowner will see the tax rate go down, but will see a small increase in the tax bill. Combined with the proposed increases in water and local works charges, the increase in the typical homeowner tax bill will be $88.79 this year, or $1.71 per week.

“I believe this increase is reasonable and responsible given the challenges we face. And I only proposed this increase after making major cuts and changes in our City government,” concluded the Mayor.

Duffy joined Dept. of Environmental Services Commissioner Paul Holahan and Neighborhood Empowerment Teams Director Molly Clifford to announce the dates for “Rochester’s Clean Sweep...Showing Pride in Our City,” today at Cobbs Hill Park. Beginning Mon., April 21, the City will work alongside community volunteers beautifying Rochester’s neighborhoods during six-weeks of neighborhood spring cleanup activities.

“This year, we are going after litter and illegal graffiti, incorporating our Rochester Blossoms planting day, supporting more than 400 local Boy Scouts and announcing a citywide e-recycling day,” said the Mayor. “This is the third year of Clean Sweep and it keeps growing. The more than 10,000 volunteers and the many organizations that have supported Clean Sweep realize how keeping our city clean and beautiful benefits our community’s public safety, education and economic development.”

Groups and individuals can join the Mayor for one or more Saturday Sweeps, where volunteers receive a Clean Sweep t-shirt, have coffee and donuts, get assigned to a team, pick up their tools and then head out to beautify the streets. Graffiti removal kits will be available this year. At noon, they’ll meet up again for a picnic lunch. The City’s show wagon stage and a large tent are set up and music plays throughout the morning, making for a fun and festive scene. The Saturday Sweeps will take place rain or shine, 9 a.m. -- 12 noon:

The City is also supporting “Scout Sweep,” April 26, by providing Clean Sweep t-shirts, tools and lunch for hundreds of local Boy Scouts who will pick up litter and debris along the Genesee Riverway Trail and Erie Canal. In addition, Rochester Blossoms will join Clean Sweep on May 31, when Green thumbs will fan out across the city to plant thousands of flowers in public spaces. “Flower Sweep” can accommodate about 300 volunteers. Gardeners must preregister and will begin their day at 8 a.m. at the City Parks Administration building, 400 Dewey Ave. A morning snack, flowers, maps and planting advice will be provided.

Participants are asked to bring their own garden gloves, trowels, shovels and rakes. Rochester Blossoms will also provide around 100 perennials for each of the other Saturday Sweeps.

A city computer and electronic recycling day also takes place during Clean Sweep. Residents and small businesses can drop off computer and electronic equipment, 9 a.m. -- 2 p.m., Sat., May 31 at the Frontier Field VIP parking lot on Morrie Silver Way. Call 458-2460 for more information.

During Clean Sweep, city crews come out in force to sweep streets; pick up bulk refuse; cut grass and clean up city properties, alleys and underpasses; repair potholes; survey street signs and street lights for repair and replacement; and repair hazardous sidewalks.

City residents and businesses are encouraged to do their spring cleaning during Clean Sweep by raking their yards and tree lawn areas, sweeping their sidewalk and curb areas and taking litter and rakings to the curb for collection. Citizens are asked to call 311 to report graffiti on utilities or buildings, broken street lights and hazardous sidewalks. City residents can take advantage of the opportunity to get rid of large bulk refuse items.

Groups who would like to organize their own street or block projects to collect litter, rake tree lawns or perform a special clean up or beautification project can call their local NET office. The City will provide suggested projects, tools and bags, mulch, soil and/or flowers for planting as supplies last.

Volunteers may register by calling 311 or visiting www.cityofrochester.gov. Walk-ups on the morning of the Sweeps are also welcome. Registration begins at 8:30 a.m. and teams will hit the streets at 9 a.m. Volunteers are asked to wear appropriate clothing, including hard-soled shoes and long pants. Gloves and tools will be provided, but volunteers are encouraged to bring their own, if possible.

RG&E has provided title sponsorship for the spring Clean Sweep event. Stantec, Cricket Wireless, and UNICON have committed to supporting sponsorships for program expenses. City Councilmember Dana Miller is once again sponsoring a Clean Sweep coloring contest for children in grades K-6.

The City's Dept. of Community Development has released the Draft Consolidated Community Development Plan/2008-09 Annual Action Plan.

The Action Plan contains the one-year plan to carry out the City’s housing and community development activities funded by Federal formula grant funds received in the 2008-09 program year from the U.S. Department of Housing and Urban Development (HUD). These funds are from the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.

The amount of revenue expected to be available to fund plan activities is estimated to be $17,315,630. Of this amount, $13,765,630 represents new grants from the federal government and $1,550,000 represents the anticipated receipt of loan and interest repayments on prior year Urban Development Action Grant and other program income. We are submitting an application in the amount of $2,000,000 for a Section 108 loan to provide additional funding for a Business Loan Program.

Results of the City’s Customer Satisfaction (CSI) Survey released today reveal that 84% of residents think Rochester is improving. The survey polled 646 city residents, business owners and landlords from Nov., 2007 -- Jan., 2008, with the question: "On balance and all things considered, do you agree with the following statement? There’s still a long way to go, but the City is improving."

“This is an amazing vote of confidence for our team at City Hall because it comes from our customers," said Mayor Robert J. Duffy. "We are grateful for the recognition, and I am pleased that the overall results of our survey are positive. But our customers also feel we need to improve in certain areas. We intend to keep working hard to make Rochester the best place in the nation to live, work and raise a family.”

The Mayor also noted that public safety, the City’s most important priority, weighed heavily on people’s minds. Nearly half of respondents indicated that they do not feel safe and that is a huge concern for the mayor and his administration. “People did have concerns about public safety and that is disheartening,” said Mayor Duffy. “But, by a nine-to-one margin, they overwhelmingly support the City’s efforts to curb violence by continuing to invest resources in public safety. People told us loud and clear that ‘Zero Tolerance’ should be a top priority. I hear them and will do everything in my power to make our community one where everybody can feel safe and be safe on any street in any neighborhood.”

Mayor Duffy and his team commissioned the study, contracting with the Rochester Research Group, to measure customer satisfaction levels in a wide variety of areas. The in-depth, scientifically valid survey gave the people the City serves a chance to offer their input about a range of issues, from their quality of life to City services and programs. The survey was an unusual move for a municipality, because the questions were posed with no realistic expectation as to the outcome and knowing that all data would be released publicly. The City will use this valuable input to focus on areas for improvement and make important budget decisions. In the coming year, the City will convene focus groups and track the results.

Some highlights of the survey include:
We asked what people thought about a number of City initiatives, including:
• 71% think re-opening Durand Beach was a good or great idea
• 94% think Clean Sweep is a good or great idea
• 86% think demolition of the city’s vacant and abandoned homes is a good or great idea

On public safety in particular, they said:
• 89% think Zero Tolerance is a good or great idea
• 77% say it should be a high priority
• 85% think hiring more police is a good or great idea

Compared to two years ago:
• 70% of residents say our city is looking cleaner
• 60% say we are better off
• 47% say they feel less safe

Our customers graded us on a number of services, including:
• Fire Department: A-
• Trash Pick-up and Recycling: B+
• Festivals: B
• Restaurants and Entertainment: B
• Parks and Recreation: B-
• Neighborhood Empowerment Teams (NET): B-

Some other interesting findings:
• We asked people whether they had contacted City Hall over the last year. 22% (or 1 in 5) had. Asked how they would grade their service, respondents gave us a B.
• 75% of respondents said they don’t care who provides their water
• 75% think it’s very important that the City be an environmental leader
• 87% say we are paying enough attention to recreation

Mayor Robert J. Duffy today announced activities for youth and families at City Recreation Centers to celebrate Earth Day, 2008. This year RG&E joins the City as its corporate sponsor for a “Cache In, Trash Out” event and a series of environmental and educational programs through the “Sprouts Kids Gardening and Environmental Club.”
“Cache In, Trash Out” participants will meet at 9:30--11:30 a.m., Sat., Apr. 19 at Tay House Lodge, 85 Hillside Ave. in Cobbs Hill Park and use hand-held GPS devices to navigate the park, pick up trash and find clues along the way. Walks, games and demonstrations will be aimed at educating families about the natural environment. Tools will be provided or bring your own gloves, folding saws, hand pruners and rakes. The first team with a full trash bag wins! Preregistration is advised by April 11.
In addition to GPS activities, earth-friendly information and demonstrations will be available at various booths:

THE BIG READ COMES TO MONROE COUNTY! (City of Rochester News Release - 03/24/2008)

The Big Read is coming to Rochester. The Monroe County Library System is inviting everyone to read Fahrenheit 451 by Ray Bradbury and participate in numerous events that will be taking place at the Central Library of Rochester and Monroe County, city branches, and town libraries from April 13-May 31. Copies are available at Monroe County libraries.

The Big Read is an initiative from the National Endowment for the Arts to encourage lapsed readers to start reading again. Most of us are born wanting to read but as we grow up there is less and less time to read and many just stop reading anything for the pure enjoyment of it. The program aims to remind everyone of the joys of reading. Over 100 communities from around the country have already participated in the program.

The program will begin on April 13th with a “Set Your Mind on Fire: The Big Read Kick-Off” celebration. Mayor Duffy and other local dignitaries will be on hand to start the event. The Genesee Valley Storytellers will entertain the younger set in the Children’s Center’s Secret Room. A group from the Eastman School of Music will perform. The Friends of the Library will be offering a simple book-making project in front of the Library Store. But that is only the beginning of six weeks of programs!

From April 14-May 31st there will be speakers, film presentations, Random Acts of Reading, book reviews and of course, book discussions. On May 4th, Thomas Olson will present “Gutenberg and the Invention of Print: Revolution or Evolution. Julie Wosk will discuss “Alluring Androids and Robots in Film, Photography and Art on May 13th. Authors will discuss having their books banned. And there will be a tour of the Rare Books and Manuscripts Collection at the Rush Rhees Library at the University of Rochester.

MAYOR ENCOURAGES RESIDENTS TO CONTINUE SHOPPING AT MIDTOWN (City of Rochester News Release - 03/26/2008)

Mayor Robert J. Duffy today encouraged Rochester residents to continue shopping at Midtown Plaza as the Midtown Revitalization Project continues. While the City works with Governor Paterson and its partners at Empire State Development, PAETEC and City Council to move the project forward, the mayor is reminding people that the Plaza’s shops and restaurants will remain open to the public for several months. There are more than 35 retail stores, salons and eateries that are open Mon. -- Sat., 10 a.m. -- 5:30 pm.

“As we continue working to revitalize the core of our city, I want to be sure people realize that there are nearly 40 merchants in Midtown who welcome their business,” said Mayor Duffy. “We are working together to find many of these businesses homes right in downtown, so as the new Midtown takes shape, many will be close by to continueserving their customers.”

The City is allocating approximately $5.5 million to assist Midtown Plaza tenants with their relocation. The City is also working to create a special grant program to provide additional assistance for those businesses relocating within downtown or in the city. City Council will vote in April to authorize funding for the City's relocation efforts and to secure approval for the grant program.

MIDTOWN PLAZA CLOSING SCHEDULE & MIDTOWN GARAGE PARKING RELOCATION PLAN (City of Rochester News Release - 04/04/2008)

With the exception of the Euclid Building lobby at Euclid St., Midtown Plaza will officially close to the public on August 1, marking the start of a new chapter for downtown Rochester. Rochester-based telecommunications company Paetec plans to construct a half-million sq. ft. high rise and locate its headquarters there by mid-2011.

“Thanks to the vision of Paetec Chairman and C.E.O. Arunas Chesonis and the dedication and support of N.Y. State through Empire State Development, we have the opportunity to re-draw our Main St. and forever change our skyline,” said Mayor Robert J. Duffy. “This is an historic event that doesn’t come along very often, and we are proud to be leading the way to downtown’s renaissance.”

The City will take ownership of the Plaza’s properties in early May and is working aggressively with the remaining Midtown businesses to relocate them downtown and the city. A majority of the tenants will have vacated the Plaza by the end of June and by August 1, all tenants will have vacated with the exception of Clear Channel Radio in the Euclid Building and the Trailways bus station located on Elm St. Clear Channel and Trailways will remain as tenants through December.

Beginning June 30, the City will begin limiting access to the Plaza by closing the Chase and Xerox skyway connections and on August 1, pedestrian access to the Midtown Garage will be limited to the Euclid Building lobby and the Broad St. underground tunnel from the gateway atrium at the southeast corner of Broad St. and Clinton Ave.

The Midtown Parking Garage will close on Sept. 30 as asbestos removal begins. A parking relocation plan has been developed to accommodate the 1,300 current Midtown Parking Garage customers and make their transition as convenient as possible. The City is re-opening the Mortimer St. Garage and a creating a new surface lot on Mortimer St. Alternative parking options include the East End and St. Joseph’s Parking Garages.

City staff is working closely with the Rochester Police Department and the Rochester Downtown Development Corporation’s Downtown Special Services team to maintain public safety in and around Midtown as pedestrian and parking circulation paths change.

MAYOR DUFFY JOINS CHIEF MOORE TO ANNOUNCE BLITZ ON GRAFFITI BLIGHT (City of Rochester News Release - 02/28/2008)

Mayor Robert J. Duffy and Rochester Police Chief David Moore today joined City Councilmember Lovely Warren, Neighborhood Empowerment Team Director Molly Clifford and Dept. of Environmental Services Commissioner Paul Holahan to announce a crackdown on graffiti. The “Crime Stoppers” hotline and reward system will now be used to collect information leading to the prosecution of graffiti taggers. The public is encouraged to call 911 for in-progress events or to call Crime Stoppers (423-9300) with tips on possession of graffiti materials or suspicious activity, and will be rewarded should those calls produce evidence. “It is important that we stay aggressive and continue to look for creative new ways to prevent the blight that graffiti creates in our neighborhoods,” said Mayor Robert J. Duffy.
“I want to thank the ‘Graffiti Task Force’ for their hard work and City Council and Chief Moore for their ongoing partnership.”

“Graffiti adds to the deterioration of a neighborhood. It's not only unsightly but can signal an increase in gang activity,” said Bob Wiesner, Chairman of Rochester Area Crimestoppers. “This is another great use of our Crime Stoppers hotline and we encourage the community to stay alert and keep us informed so we can keep our neighborhoods safe and attractive.”

In Sept., 2007, Deputy Mayor Patricia Malgieri asked Clifford to assemble an interdepartmental team to look at the increase in graffiti incidents and make recommendations to the administration. The "Graffiti Task Force" compiled a report detailing a number of suggestions, including the use of the “Crime Stoppers” hotline and reward system. The Task Force also recommended that City Administration review comprehensive anti-graffiti legislation for submission to Council that does the following:

• Clarifies the City’s role in graffiti removal and outlines its notification and enforcement policies
• Clarifies the property owner’s role in graffiti removal
• Establishes a mechanism to cover some of the City’s costs of graffiti removal
• Allows for the legal use of public space for graffiti art
• Encourages the use of anti-graffiti materials on buildings and in building materials

The proposed anti-graffiti legislation is being drafted and City Council will be briefed once it is complete.

Other recommendations of the Task Force’s report include:
• Outfit DES "Defacer Eraser" team with digital cameras so photos of graffiti can be
e-mailed to a centralized database as part of the City’s work order system (implemented 10/07).
• Recruit neighborhood groups for “on-the-ground” assistance. With the delivery of a “Defacer Prep Pack,” community group volunteers can remove light graffiti, adhesive materials and prepare surfaces for the Eraser crews.
• Use the “Prep Pack” concept, the City also plans to make graffiti removal a greater focus of its successful “Clean Sweep” beautification effort.

RESIDENTS INVITED TO PARTICIPATE IN 18TH ANNUAL FLOWER CITY LOOKING GOOD PROGRAM (City of Rochester News Release - 03/12/2008)

Mayor Robert J. Duffy today encouraged residents to take advantage of the City’s 18th annual "Flower City Looking Good!" program.

"This popular initiative celebrates Rochester’s rich horticultural heritage," said Mayor Duffy. "It encourages residents to engage in healthy outdoor activities in our beautiful historic parks and neighborhoods and along our trails and waterways. For nearly two decades this program has consistently encouraged environmental stewardship and highlighted the importance of our natural resources. It instills pride through beautification and cleanup efforts that ultimately strengthen the vitality of our city."

The program includes events like the "Flower City Days at the Rochester Public Market," "Rochester Blossoms!," "Maplewood Rose Weekend," and the hugely successful "International Coastal Cleanup," which draws several hundred volunteers each year. Residents are invited and encouraged to attend the months of upcoming activities geared towards beautifying Rochester’s neighborhoods.

16TH ANNUAL CITY LIVING SUNDAYS SET TO BEGIN (City of Rochester News Release - 03/18/2008)

This year’s annual celebration of city lifestyles, neighborhoods and home ownership will take place 12 noon -- 4 p.m., March 30 at Wilson Foundation Academy, 200 Genesee St. for the city’s south area; April 6 at East High School, 1801 E. Main St. for the city’s northeast area; and April 13 at Aquinas Institute, 1127 Dewey Ave. for the city’s northwest neighborhoods.

City Living Sundays is a consortium of area lenders, neighborhood associations, private businesses, the Greater Rochester Association of Realtors, the Landmark Society of Western N.Y., Rochester City School District and the City to market Rochester’s homes while promoting the unique advantages of city living.

At each of the three City Living Sundays, home shoppers can to attend a “neighborhood city living expo,” participate in an informational seminar and select from the more than 100 houses to visit that will be open for sale each week in the area of the event.

One-stop homebuying information booths will be staffed by knowledgeable lenders, Realtors, school district personnel, and bi lingual staff who can provide facts, offer advice or answer questions about all aspects of home purchase and ownership, as well as about specific homes to be open for inspection that weekend. Neighborhood residents will be on hand to describe unique qualities of their part of the City.

At the homebuying seminars, bankers, Realtors and attorneys will discuss the entire home buying process and visitors can find out about City housing grants. Representatives from the City School District will also participate in the seminars to provide information on local schools.

Fact sheets, pictures and tour maps of the properties will be provided at the information sessions for the open houses.

Prospective homeowners can also "preview" the neighborhoods to be featured each Sunday by taking free tours of city neighborhoods, offered by the Landmark Society of Western N.Y. The bus tours highlight neighborhood amenities and resources, ranging from schools and shopping districts to historic sites and places of worship. A tour of the city’s south neighborhoods will be offered Sat., March 29. A bus tour of the city’s northeast neighborhoods will be offered on Sat., April 5 and a tour of the city’s northwest neighborhoods will be offered on Sat., April 12. SPECIAL LONA Meeting 8-13-2007 with Chief Sheppard, Commander Hoff, Lt. Prewasnicak.

Purpose: “Brainstorm the ways we may improve the LONA neighborhood”

Meeting was scheduled to start at 6:30 PM. It started at 6:45 PM

- Commander Hoff informed us of the current Prostitute/John details. (2 per month)

- Chief Sheppard updated us on Cameras. (Proposals out look for late September or early October.

- Mike needs court docket to list on our web page arrests for prostitu so people can get this information. (It may help as a deterrent)

THINGS SUGGESTED FOR GROUP TO EVALUATE

1. Warnings – "stops" for johns with known prostitutes

2. Legalization of prostitution

3. How do you do the “Bill Board” concept? (sending the right message)

4. Education for prostitutes - where they can go to get out of the lifestyle

5. Private fund for two police & a car to cover an area. (Not part of regular budget)

6. Grants

7. Photos online of plate numbers/johns in cars with known prostitutes

8. Ankle bracelets for prostitutes released from previous night's arrest

9. Health Department - currently involved with the LA230 group - FYI - The next meeting of the 230 Group will be at 5:30pm September 12, 2007 at Charles St. Settlement House.

10. Parade to show the neighbor united

11. City channel 12 - post arrested johns face and bio/info to embarrass them/deter from recidivism

12. Phone tree (Neighborhood Watch)

13. Pac-Tac - need more boots on the ground

14. Education for johns - what they are doing to our neighborhood and to their loved ones

15. Compound for those who continue to spread diseases like AIDS/etc (actually happened in other countries - look it up)

16. Put names/addresses in paper - Not only D&C

17. Hot line # - Chief said for dispatch it may not be acceptable (Duplicate 911)

18. Live camera on Lyell/McNaughton and/or other "hot spots"

19. Vigilantes (this idea was not encouraged!)

20. Use ugly undercover decoys for John details (so they could blend in better)

21. Youth (young adults 16yrs+) involvement - drivers with extra sets of eyes to text message and use camera phones, perhaps for school credit/public service hours

22. Change laws - make prostitution have harsher penalties

23. Check history - what has worked in other areas (city and county)

24. Use businesses/churches for help

25. Police support - more arrests, quicker response times
